The Dayton Agreement at 30: Legal Reflections, Politics of Fragmentation, and the Future of Peacebuilding

Organised by the Worldwide Lawyers Association (WOLAS) and the Balkan Studies Foundation (BSF), and hosted by Istanbul University, with the support of the Turkish Cooperation and Coordination Agency (TİKA), the Institute of History at the University of Sarajevo, and the International University of Sarajevo, the international conference entitled “The Dayton Agreement at 30: Legal Reflections, Politics of Fragmentation, and the Future of Peacebuilding” will be held on 27–28 November 2025 at the Istanbul University Rectorate Doctorate Hall.

The Keynote Address of the conference will be delivered by Numan Kurtulmuş, Speaker of the Grand National Assembly of Türkiye.

Commemorating the thirtieth anniversary of the Dayton Peace Agreement, the conference aims to critically re-examine the legal legacy of the Agreement, the governance model based on ethnic representation, the future of regional peace processes, and the perspectives of peacebuilding within the framework of international law.

The program will bring together academics, legal experts, and researchers from Bosnia and Herzegovina, Türkiye, Croatia, North Macedonia, Germany, and the United States, offering an interdisciplinary platform to discuss both the present state of the post-Dayton political order and the emerging models of peacebuilding.

The key themes of the conference include:

  • Ethnopolitical Fragmentation and Governance Challenges
  • Human Rights, Accountability, and International Law
  • The Role of Regional Actors in Peacebuilding
  • Comparative Experiences in Post-Dayton Peacebuilding

The conference will host distinguished academics as well as representatives from diplomatic circles and civil society organizations.
